Job Description

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

This first-level managerial position oversees the Administration Unit and provides direction and supervision to staff directly responsible for all the application development including maintenance, break/fix and enhancement projects for the Office of Retirement Services (ORS) systems. The unit staff includes both State employees and contractual staff. This position performs a range of professional and managerial tasks necessary to develop and support the required applications such as: providing supervision and guidance to unit members, assisting in development of staff, providing ongoing support to develop and implement projects proposals; prioritizing department-wide development projects, and providing and monitoring staff and contracted resource allocation. Establishing and maintaining a healthy relationship with the client and other internal partners within DTMB is critical.

Education

Possession of a bachelor’s degree with not less than 21 semester (32 term) credits in one or acombination of the following: computer science, data processing, computer information systems, datacommunications, networking, systems analysis, computer programming, information assurance, ITproject management or mathematics.

Experience

Three years of professional experience equivalent to an Information Technology Infrastructure,Programmer/Analyst or IT Project Coordinator P11 or one year equivalent to an Information TechnologyInfrastructure, Programmer/Analyst or IT Project Coordinator 12. Alternate Education and Experience

Three years of experience as a computer programming supervisor or Information Technology

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year. Employees also receive 13 sick days per year, and employees receive 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of unpaid leave for certain family or medical situations.

State employees receive 12 scheduled holidays each year, which include New Years Eve Day and New Years Day, Christmas Eve Day and Christmas Day, Memorial Day, and Veterans Day just to name a few.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount you want deducted from your paycheck.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match that percentage (up to 3%). ORS administers two different retirement plans for State of Michigan employees: a Defined Benefit (DB) plan and a Defined Contribution (DC) plan. Use thefollowing link for detailed information:

OR An associate’s degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, project management, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician; and three years of professional experience equivalent to an Information Technology Infrastructure, Project, or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure, Project, or Programmer/Analyst 12. OR At least an educational level typically acquired through the completion of high school and at least four years of experience as an application programmer, computer operator, or information technology technician and three years of professional experience equivalent to an Information Technology Infrastructure, Project, or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure, Project, or Programmer/Analyst 12.
